I don't know the definitive solution to the relatively unused message boards, but the current visitors don't engage in much discourse. As I look at the bottom of my screen right now it says 243 postings in 68 threads. That is somewhere in the neighborhood of one posting a day. There can't be much interaction at that pace.
It would be nice to see more interaction with the resident site geniuses (or is the geniuii?). Unfortunately that is wrought with its own complications as they would likely get put on the spot from time to time for analysis and such that ordinarily would be something they get paid to do.
Message boards are supposed to 'create' a community atmosphere. This one doesn't have that simply because there isn't enough traffic and there aren't enough different people participating.
